Colorado Law student graduates with 573 public service hours

Rae Franz-Gilmore听didn鈥檛听necessarily intend听to tally 573 public service hours in her three years as a Colorado Law student.听
But one opportunity led to another, and another,听and another鈥攁nd now, to a听career in public service听with the Colorado听Office of the听State Public听Defender听after she graduates May 8.听
鈥淚t鈥檚 not for the faint of heart, for sure,鈥 Franz-Gilmore said听of her decision to听advocate for the accused. 鈥淏ut every single person I鈥檝e met has been so encouraging, and the attorneys around me are inspiring听me constantly.鈥澨
As听a child,听Franz-Gilmore,听now听26,听witnessed听the legal system firsthand when her mother was incarcerated.听
鈥淕rowing up,听鈥the law鈥听was something that happened听to听you,听not something you听participated听in under positive circumstances,鈥 she said. 鈥淵ou听didn鈥檛听have听agency听or a sense of hope, even. It was always talked about听really negatively.鈥澨
So听it听wasn鈥檛听until she started college at 性视界传媒,听double听majoring in classics and political science, that she began to consider a career in听the听legal field听to advocate for underrepresented communities like the ones she grew up in.听
After earning her bachelor鈥檚 degree in听2022, Franz-Gilmore听worked听in Boulder听for a year before听returning to campus as a law student.听
鈥淢y freshman dorm is right across the street from the law school, so I was familiar with the area,鈥 she said. 鈥淚 knew I loved Boulder听and that our law school is exceptional."听
Despite her familiarity with听the community,听Franz-Gilmore鈥檚听law school years offered no shortage of听opportunities听to explore new听and challenging听facets听of the听law.听
She accepted an internship听the summer after听her听1L听year with the Public Defender鈥檚 office in Colorado, learning to write听legal听memos and motions听and inspired by the impact her professional colleagues听were making.听She returned to the Public Defender鈥檚 office for the summer after her 2L year, where she听represented听indigent clients in听misdemeanor and juvenile cases under the Student Practice Act. In addition, Franz-Gilmore was a recipient of the Dan Barash Scholarship. This scholarship, established in memory of Dan Barash 鈥02, is awarded to a student who has demonstrated interest in criminal defense work.听

She听also听volunteered starting her first year with the听Korey Wise Innocence Project听at Colorado Law, which provides free investigative and legal services to听individuals听serving time in Colorado prisons for crimes they did not commit.听She continued serving with KWIP听her second year while simultaneously听working as a student attorney听with the Criminal Defense听Clinic听and听served as co-president of the Public Interest Student Association.听
For the last year, she has worked with Legislation Inside, an innovative听program听within KWIP that听allows incarcerated people in Colorado to propose legislation, give testimony and provide feedback on听state law听that impacts those in custody鈥斺渁 voice and perspective that we rarely get to see,鈥 she noted.听
Her time at Colorado Law also unlocked an interest in appellate work. She听interned with the Public Defender鈥檚 appellate division and听became part of the winning team at the Rothgerber听Moot Court Competition in听2025,听a prestigious challenge judged by members of the federal and state appellate benches.听
She also worked with听Assistant听Teaching听Professor听Matthew Cushing听and only five other students in the Appellate听Advocacy听Practicum course, where听they spent eight months听working on听an actual听employment discrimination case. She听wrote an opening brief, reply brief and had the 鈥渃areer-defining experience鈥 of arguing before the听United States Court of Appeals for the听10th听Circuit in March.听
鈥淩ae is so dedicated to public service,鈥 Cushing said. 鈥淪he worked extremely hard for her client and gave him the best possible shot of winning.鈥澨
Several听more听steps lie between听Franz-Gilmore听and her professional career鈥攆inal exams,听Commencement,听a honeymoon in England with her husband听of听nine months, Nathan Franz, and听preparing for the Colorado Bar听Exam.听
But to a student who has already听accomplished听so much,听what鈥檚听a few more hours?听
Although听Rae听Franz-Gilmore听tracked the most hours听of any student in the Class of 2026, she听wasn鈥檛听alone in her commitment to public service.听More than 30听students听qualified for the Public Service Pledge for completing听at least听50 hours听of public听service听while earning their J.D. (or 25 hours while earning their LL.M.)听
鈥淎s lawyers we are called to use our knowledge of the law for the betterment of society and the improvement of the legal system,听regardless of recognition or reward,鈥 said Gabrielle Daley,听director of the Schaden听Experiential听Learning Program. 鈥淓ach听of our students who听have done so in any way, big or little,听while听they听have been here have our gratitude and are part of what makes Colorado Law not just an academic institution but a community that I am proud to be a member of.鈥澨
