Doug Spencer听served as听primary expert witness hired by the Colorado Attorney General to defend the state鈥檚 law limiting campaign finance contributions in听听(D. Colorado, Mar. 26, 2026). On pp. 54-64 of the judge鈥檚 opinion, the judge discusses Spencer's work and concludes that his testimony was 鈥渕eticulous and reliable鈥 and, ultimately, further down, relies on his evidence as key to upholding the state law.
